Scope and Contents

Wayne Halms testified before the Senate Committee on Interior and Insular Affairs regarding the proposed PL 93-638 regulations for non-profit contracts between tribes or tribal organizations and the Bureau of Indian Affairs. He highlighted the challenges faced by the Rock Point Community School Board in operating a community-controlled school in a poor Navajo community.
