Curtis Canard of Tulsa, Oklahoma is having difficulties getting his business proposal reviewed and approved for a loan guarantee by the Bureau of Indian Affairs. He had previously applied for a loan with the Small Business Administration, which was declined. The American Indian National Bank approved the loan, pending the BIA guarantee.
