Scope and Contents

The Minnesota Chippewa Tribe opposes Senate Bill 1017, the Indian Self-Determination and Education Reform Act of 1973, due to concerns about the impact on Johnson O'Malley Act programs, funding levels, and the role of Indian tribes in decision-making. They believe that the Bureau of Indian Affairs is already taking steps to improve the administration of JOM programs and do not see the need for new legislation. They also object to provisions in S. 1017 that they believe would diminish tribal control over education programs and funding.
