Scope and Contents
Hubert Halfmoon, on behalf of the Coalition of Western Oklahoma Indian Housing Authorities, expresses gratitude for the Indian Housing program but raises concerns about delays and challenges faced in the program. He highlights issues with HUD's decision-making process, penalties for delinquent balances, and delays in audits. Halfmoon recommends a separate Indian Housing Program or transferring the program to another agency if HUD cannot address these issues. He also calls for more decision-making power at the local level, additional staff, and a clearer payoff formula.
