Scope and Contents
The Housing Assistance Council aims to provide decent housing for the rural poor through loan funds, technical assistance, and training. They believe that national housing programs have been inadequate for rural areas and aim to increase the supply of housing for minority families. The Council also works to correct misconceptions about existing programs and ensure that the rural poor pay no more than 25% of their income on housing.
