Scope and Contents
The Housing and Community Development Act of 1974 established a program of community development block grants to address social, economic, and environmental problems in urban areas. The Act aimed to eliminate blight, improve living environments for low and moderate-income families, and promote economic opportunities. It emphasized the need for Federal, State, and local government cooperation and increased private investment in community development activities.
