Scope and Contents
The letter is a response to a proposal for a solution to national economic problems. The author suggests foregoing tax rebates and instead implementing a Public Works Program, similar to the one in the 1930s and 1940s, in exchange for unions cutting wage scales. This is seen as a way to stimulate private construction and reduce unemployment. The author also suggests trading wheat for oil.
