Scope and Contents

James R. Jones, a member of Congress, thanks Mr. Paddock for sharing his concerns about the proposed surtax and agrees that it is unjust. Jones appreciates the recommendation for mandatory gasoline rationing but prefers a voluntary program instead. He will keep Paddock's views in mind as Congress continues to work on legislation.
