Scope and Contents
Mrs. Brown wrote a letter to Mr. Schwabe expressing her support for the Merchant Seaman's Bill of Rights and requesting his help on the matter. Mr. Schwabe responded by acknowledging the importance of the Merchant Marine's service but raising concerns about the differences in benefits between Merchant Marines and other service members. He assured Mrs. Brown that he would consider the issue carefully and act in a fair and just manner.
