Mrs. Ben D. Heffner wrote a letter to Hon. George Schwabe expressing concern about labor unions taxing taxpayers without their consent, which she believes to be unconstitutional. She questions why Congress is not protecting the people from these actions. In response, George B. Schwabe explains that Congress has the authority to enact laws, but it is the responsibility of the Executive Department to enforce these laws, which is not always done effectively.
