Scope and Contents

Lieutenant Rorschach writes to Congressman Schwabe expressing concern over the current labor situation, stating that labor strikes are becoming more common and disastrous. He believes that labor leaders hold too much power and suggests reorganizing unions, bringing them under anti-trust laws, and establishing a system of labor tribunals for resolving disputes. He also proposes giving up the strike as a bargaining tool in exchange for other guarantees. He acknowledges that his ideas may need improvement but believes they are necessary for the country to recover its industrial strength.
