Scope and Contents

The Apartment House Industry of San Francisco is protesting against the OPA rent control system and is requesting fair rent committees to be established to determine the fairness of rents. They believe that the current system is unjust and inefficient, and are proposing a new system where unpaid citizens serve on committees to determine rent fairness promptly and without cost to the government. They suggest that these committees should have the power to make decisions on rent fairness and evictions, and should be composed of various members of the community.
