The letter addresses a case involving Mr. John H. Vickrey, a former United States Marshal, who was sued for unauthorized expenditures. The Bonding Company paid a portion of the amount owed, but the government still pursued a judgment against Vickrey. The disallowed expenses were mostly made by one of Vickrey's deputies, and Vickrey was not allowed to defend himself in court. Vickrey believes he was unjustly treated and hopes for relief from Congress.
