Scope and Contents

The document consists of a series of letters between Mr. K. S. Adams, President of Phillips Petroleum Company, and Congressman George B. Schwabe regarding rumors of plans to transfer certain independent agencies of Congress to the jurisdiction of the Secretary of Commerce.
