Scope and Contents

The Choctaw Nation is planning to file a lawsuit claiming ownership of the Arkansas River bed. They need research done on treaties and ownership of rivers, and want someone to work on the project full-time for the next month. They are requesting assistance from Charlie to have the Library of Congress assign someone to do the research.
