Franklin, Second Chief of the Sac & Fox Tribe of Indians of Oklahoma, expresses concerns about the overcrowding and understaffing at Indian Health Service clinics, specifically the one in Shawnee. He argues against proposed changes that would expand eligibility of non-Indians for health services, stating that it would dilute the quality of care for Indians and have a negative impact on Indian communities. He proposes that the medical officer in charge at each clinic be given more control over determining eligibility for non-Indians.
