Scope and Contents
Angela Kichaga strongly opposes proposed legislation to serve non-Indian dependents in Indian Health Service, questioning the impact on funding, quality of care, and the original mission of the service. She argues that serving non-Indians would detract from the care provided to full-blooded Indians and suggests imposing a blood quantum requirement for all tribes. She also expresses concern that the legislation would limit access to care for full-blooded Indians and lead to a degradation of the quality of Indian Health facilities.
