In a letter dated February 3, 1959, Senator Robert S. Kerr acknowledges Mr. W. O. Baggett's concerns about the Department of Agriculture's handling of soil bank applications. Kerr expresses his disagreement with the department's actions and states that he has been unsuccessful in persuading them to change their approach.
