Scope and Contents

Hewton D. Baker was born in 1871 in Martinsburg, West Virginia. He practiced law in Martinsburg before moving to Cleveland, Ohio. He served as City Solicitor and later as Mayor of Cleveland. He supported Wilson in the Democratic National Convention of 1912 and served as Secretary of War from 1916 to 1921. Afterward, he returned to practicing law and made efforts for a strong League of Nations plank at the Democratic Convention of 1924.
