Scope and Contents

Captain John Paul Harkey, Jr. writes to Senator Kerr recommending Vice Admiral Charles B. Martell for involvement in future space and other programs. He describes Martell as highly intelligent and capable, and believes he would be a valuable asset to Senator Kerr's team. Harkey requests a private meeting with Senator Kerr during the ground-breaking ceremony at the Norman Reservoir to discuss Martell further.
