Scope and Contents
The text is a letter from T. L. Brown to Senator Robert S. Kerr, suggesting the launch of a succession of "Echo" type satellites in order to place the United States on the offensive in the psychological aspect of the cold war. Brown believes that such a program would help protect future generations and establish US space rights.
