Scope and Contents

The Interior Department witness is recommending the enactment of H.R. 1100, with suggested amendments, to provide for the distribution of funds awarded to the Grand River Band of Ottawa Indians. The witness opposes limiting eligibility for fund distribution based on blood quantum and establishing a board of trustees within the Northern Michigan Ottawa Association. The witness also believes it would be inappropriate to compensate the Association's president and secretary. The witness notes that the Bureau of Indian Affairs does not provide services to this group of Indians, who have historically managed their own affairs.
