The text is a letter from a member of Congress, Uris R. Jones, to a person named Amanda Melany. Amanda had written a letter to Jones expressing her support for a constitutional amendment in Oklahoma that would allow counties to decide whether or not to sell liquor by the drink. Jones thanks Amanda for her letter and encourages her and her friends to continue being interested in politics. He explains that liquor by the drink is a state issue and not something he handles as a representative in Washington. He mentions that if there is a referendum on the issue in his county, he will have the opportunity to vote on it.
