Frank Monks is a Pawnee BIA employee who is pushing for an amendment to S. 666 that would extend the effective date of the bill to 20 years after the change in preference. He has been unsuccessful so far, but is hoping that the bill will come up again with a rule from the Rules Committee that will allow for amendments.
