Scope and Contents
Verda I. Elam, a non-Indian employee of the Bureau of Indian Affairs, writes to her congressman to express her support for H.R. 666, a bill that would reform the civil service system to enable non-Indians to retire early on a better retirement. She argues that the bill would also enable Indians to take the non-Indians' jobs, and urges the congressman to give the bill his firm support.
