You, the people, asked Senator Kennedy this question. Senator Kennedy, I'm assuming you have small business over here. I'm interested in what you're going to do for small business. I think there are three things. First place, I think that the high interest rate policy makes it extremely difficult for small business as opposed to large business to get credit at reasonable terms. Secondly, I think the defense contracts given to small businesses are disproportionate. Only one out of six dollars of all the money spent by the Pentagon last year went to small business. All the rest went to 25 or 30 large companies. Thirdly, I think that the prosecution of the antitrust laws prevent a few small businesses from becoming dominant in a field and fixing prices. All those things will help. And fourthly, I think there should be a reorganization of taxes on small businesses, particularly in the first part of their earnings. As it is now, they carry almost the same proportionate burden as the largest corporation, which is a mistake. It's true.
