"Resolution condemning the brutal behavior of the Government of the Union of Soviet Socialist Republics for the destruction of Korean Airlines flight 7 with the loss of two hundred and sixty-nine innocent lives." could not fit this into the title of the folder, and since the label had fallen off, used the number of the resolution for the title.
