Contains various materials pertaining to legislation to reform contractor billing practices as a result of questionable billing practices by EPA Superfund contractors. This legislation was included in H.R. 2238, the Federal Acquisition and Improvement Act of 1994 and its Senate counterpart (S. 1587) was enacted as part of P.L. 103-355. The materials were handled by Sheila Canavan, primarily in relation to the Subcommittee on Environment, Energy, and Natural Resources of the House Committee on Government Operations.
