Contains a loose leaf version of an "Amendment in the Nature of a Substitute to H.R. 776, subsequently known as the Comprehensive National Policy Act, Offered by Mr. Sharp" to the Subcommittee on Energy and Power of the House Committee on Energy and Commerce. The pages of the amendment are numbered, but there are chunks which are out of order, and there is a loose business card between pages 65 and 66 with a handwritten note addressed to Ruth on the card. The bill splits after page 169 and continues in the subsequent folder starting at page 170.
