Sandra Harris was the Staff Director of the Committee on Government Operations' Subcommittee on Environment, Energy, and Natural Resources however it is unclear in what capacity she was working for Synar's office during the creation and use of these materials pertaining to the Federal Energy Regulatory Commission (FERC) and pipeline legislation.
