Discussion of S.963; "To provide for the control of certain advertising on federally owned or controlled lands adjacent to the National System of Interstate and Defense Highways, and to encourage such control on other lands adjacent to such National System" (Richard L. Neuberger-Oregon), and H.R.3977; "To amend the Federal-Aid Highway Act of 1956, for the purpose of restricting the use of billboards and other outdoor advertising displays along the National System of Interstate Highways" (Robert Hale-Maine).
