Discussion of H.R.4781; "To amend the Rural Electrification Act of 1936, so as to change the interest rate applicable to loans and to provide for the payment by borrowers of a fee to assist in paying the administrative costs incident to loans" (Edgar W. Hiestand-California), and H.R.7795; "To amend the Rural Electrification Act, of 1936 with respect to the rate of interest payable on loans made by the Secretary of the Treasury to the Administrator of the Rural Electrification Administration and on loans made by the Administrator of the Rural Electrification Administration" (Frank J. Becker-New York).
