Discussion of S.J.Res.20; "To provide for the continuation of operations under certain mineral leases issued by the respective States covering submerged lands of the Continental Shelf, to encourage the continued development of such leases, to provide for the protection of the interests of the United States in the oil and gas deposits of said lands, and for other purposes" (Joseph C. O'Mahoney-Wyoming; and Clinton P. Anderson-New Mexico).
