Discussion of H.R.4709; "To amend section 213 (Stat. 1067, as amended by 53 Stat. 1266) of title 29 of the United States Code, the same being a section of the Fair Labor Standards Act of 1938, as amended, so as to eliminate the exemption of small telephone exchanges from the overtime and minimum wage provision of the Fair Labor Standards Act" (George P.
