Contains correspondence from American Farm Bureau Federation, Spencer Kellogg and Sons, Inc., Far Eastern Survey, a Report of Committee on Resolutions to the Seventeenth Annual Convention Department of Philippines American Legion, Debate on the Philippine Question by the Young Men's Democratic Club, and Memorandum from the Philippine Textile committee to John N. Garner, Joseph W. Byrns, and congressional visitors regarding the decline of American textiles. All of the documents revolve around the decision of whether to grant the Philippines independence from the United States of America. The letter from Spencer Kellogg refers to an enclosed pamphlet. The pamphlet being referenced appears to be the one that is located in Box 46: Folder 14.1: Travel: Trip to Orient - Philippines; Brochures and Booklets.
